Council, foundation and chaplaincy committee

Terms of reference

To provide a close and ongoing link between the Foundation and the Council, and to oversee the University’s mission and objects relating to its Anglican identity.

To enable the Foundation Fellows to support the work of the University generally, and the work of Chaplaincy specifically.

To support the work of the University’s Senior Chaplain and the Chaplaincy Team, noting that Chaplaincy at the University is a broad offering to students of all faiths and beliefs as well as a specific offering to students of Christian faith.  

To review work undertaken by the Chaplaincy, and other areas as appropriate, and to suggest activities which will maintain and enhance the Anglican identity of the University.  

To encourage the University’s connection with the Cathedrals Group of Universities.  

To foster good relations between the University and the Cathedral and Diocese of Gloucester.

Specific Policy Responsibilities

No specific policy responsibilities.

Specific Responsibility for Review of University Area of Activity

To support the work of the University’s Chaplaincy, to ensure the continued Anglican identity of the University, and to maintain the link between Council and the Foundation.

Chair: External Member of Council

Vice Chair: President of the Foundation

Officer: A member of the Governance and Legal team

Terms of Office

Staff and Foundation representatives: 4 years in the first instance (where not ex officio)

Co-opted members: 4 years in the first instance

Student representatives: 1 year in the first instance.

Representatives may be appointed for more than one term.

Frequency of Meetings

Twice per year

Submission / Availability of Minutes

Minutes are held by the Secretary to Council and published on the University website.

COUNCIL, FOUNDATION, AND CHAPLAINCY COMMITTEE

The Committee shall consist of twelve persons, one of whom shall be an External Member of Council nominated Chair by Council. The Committee may decide to co-opt up to an additional three persons.

The Vice Chancellor has rights of attendance, and may be invited to attend such meetings as appropriate.

Quorum

The Committee shall be quorate when three members, of which one must be a member of Council, are present.

Where the Committee is, or becomes during the meeting, inquorate, Council will be informed of these circumstances at its next meeting. The Committee Chair shall decide whether:

  1. to adjourn with immediate effect with a Special Meeting being summoned as soon as conveniently it may be or,
  2. to continue to conduct business with decisions only being agreed by correspondence.
